This means that in that single chapter, if you find the words "United States", one *possible* definition of that term is "a Federal corporation". Dana Russian: first of all videos are generally for fun but since this is from cornell I'd read that wording as "US as a federal corporation" (perhaps they made it look like that in the video. These are legal people you're dealing with and words are tricky so I'd realize and recognize that they did NOT say "US IS a federal corporation". There's a big difference between the words "as" and "is".
